This is a question that is specially referred to by Mr. Shadwick see para: 270 of his report, the Chinese have now been permitted for 2 or 3 years to establish these obstructions in the public streets. It is perhaps desirable not to introduce too sudden and sweeping a change. I think the present case, where distinct complaint has been made of a nuisance, affords an opportunity of making an amendment which may be a very good commencement and be extended hereafter.
